# Heinz Peter Hager: foundation offices and the Romeo matter

**Question.** What were Heinz Peter Hager’s foundation roles and procedural status?

**Answer.** Hager chaired Laura Privatstiftung until a reported December 2024 resignation and was later named in Trento’s request for trial in the Romeo investigation.

## Foundation offices and resignation

- Analysis: Retained reporting identifies Heinz Peter Hager as chairman of Laura Privatstiftung and says he submitted his resignation on 16 December 2024 after investigative action in Trento. The later official Laura card records Thomas Peter Limberger’s representation from 17 December. Those dates describe resignation and registration-related representation respectively; resignation after an investigation does not establish the alleged conduct. [s-d302] [s-d275]
- Documented: Laura Privatstiftung, FN 287704w, was registered in Innsbruck on 30 January 2007 to support beneficiaries. Its retained official record lists Christof Jauschnegg from 28 June 2024, Thomas Peter Limberger from 17 December 2024 and Luitpold Wüsthof from 2 April 2025 on the board. Stefan Geiler, Simon Schafferer and Stefan Dorner were entered as insolvency administrators on 12 March 2026. [s-d275]
  - Qualification: The March 2026 record preserves the distinction between board representation dates and insolvency-administrator registration dates. Earlier officeholders are not disproved merely because the current card omits them.
- Analysis: A separate retained account of ARUAL Stiftung names Hager as a historical advisory-board member. Laura and ARUAL are different foundations in different jurisdictions, and a role in one is not automatically a role in the other. The ARUAL account also names Eduardo Leemann in that advisory capacity in another confidential document, without a complete public timeline of appointments. [s-d242]
- Attributed: A retained account of a tax-advisory opinion describes Laura Privatstiftung as ARUAL Stiftung’s economic founder and sole first beneficiary. Its supplementary rules reportedly replace Laura with natural persons as prospective beneficiaries if Laura ceases to exist or enforcement is pursued against its assets. The account names Heinz Peter Hager and, in another document, Eduardo Leemann as historical advisory-board members. [s-d242]
  - Qualification: The foundation was described as deposited with the register court in late 2008, without a publicly visible register entry. The opinion’s provisions do not alone prove that an unlawful creditor-avoidance transfer occurred.

## The request for trial

- Analysis: A July 2026 account reports that Trento prosecutors sought trial of 37 people in the Romeo investigation, including Hager, René Benko, Vittorio Fravezzi, Cristina Santi and Paolo Signoretti. The alleged criminal-association theory concerned public contracts and permission to build. The investigation had involved 77 searches and nine custody measures in December 2024; a preliminary hearing was scheduled for 23 October 2026. At the archive cutoff that future hearing and the prosecution’s request were not convictions. [s-d265]
- Attributed: A retained July 2026 account says Trento prosecutors requested trial of 37 people in the Romeo investigation, including Benko, Heinz Peter Hager, Vittorio Fravezzi, Cristina Santi and Paolo Signoretti, on an alleged criminal-association theory concerning contracts and building permissions. A preliminary hearing was scheduled for 23 October 2026. [s-d265]
  - Qualification: A request for trial and a scheduled preliminary hearing are not convictions; 23 October falls after the archive cutoff. Being charged in the same matter does not create a business-associate relationship between every defendant.
- Analysis: The shared proceeding explains why those names appear together, but it does not establish a business partnership between every pair of defendants or transfer an allegation against one person to another. Hager’s own foundation positions supply the corporate connections; the prosecution request supplies a separate procedural connection. [s-d265] [s-d302]
- Attributed: Retained December 2024 reporting says Heinz Peter Hager submitted his resignation as Laura Privatstiftung’s board chairman on 16 December following investigative action in the Trento matter. [s-d302]
  - Qualification: Resignation after investigative action does not establish the alleged conduct. The register records Thomas Peter Limberger’s representation from 17 December 2024, a separate date.
