1Two Holding capacities
analysisSIGNA’s archived 2013 company page lists Gusenbauer on Holding’s advisory board. Benko’s COFAG testimony also refers to a separate consultancy contract with Holding. When questioned about Gusenbauer contacting the FMA concerning Prime’s examination, Benko said he understood Gusenbauer to be acting as Prime supervisory-board chairman, considered that a legitimate duty and said it was unrelated to the Holding consultancy. He called the capacity his interpretation and said the detail should be put to Gusenbauer. 1 2
documentedSIGNA’s archived September 2013 advisory-board page listed René Benko, Alfred Gusenbauer, George Economou, Karl Samstag, Karl Stoss, Susanne Riess, Peter Hasskamp, Rainer de Backere and Wendelin Wiedeking. 1
- qualification
- This is the company’s historical self-description at the archived date. Placement first in the list does not prove chairmanship; membership is distinct from a managing-director appointment.
attributedBenko told the COFAG committee that Alfred Gusenbauer contacted the FMA in his capacity as Signa Prime supervisory-board chairman about the banking/ECB examination and offered discussions with ECB representatives. 2
- qualification
- Benko’s testimony supplies his interpretation of Gusenbauer’s regulator contact; it is not an independently determined account of the regulator’s actions or the consultancy contract.
- response
- Benko considered that a legitimate supervisory-board duty and said it had nothing to do with Gusenbauer’s consultancy contract with SIGNA Holding. He described the capacity as his interpretation and said details should be put to Gusenbauer.

2Fee amounts and the estate claim
analysisRetained invoice reporting gives EUR 3.6 million billed to Holding in 2021 for services from 1 January 2020 to 28 February 2021 and EUR 2.4 million for 1 February to 31 August 2021: EUR 6 million including VAT. The stated work concerned Galeria restructuring, financing of its D18 package and an application for a subordinated loan from the German economic stabilisation fund, WSF. A separate April 2022 invoice was EUR 1.25 million for services during October 2021–March 2022. The reported service periods overlap and were not reconciled to contracts or timesheets; invoices do not prove payment or wrongdoing. The original description used WST, interpreted in the retained account as WSF. 1
analysisA retained April 2024 account reports approximately EUR 2 million of consultancy fees to Gusenbauer’s firm in the year before insolvency: EUR 1.5 million in December 2022 and EUR 0.5 million in September 2023, plus more than EUR 500,000 for the 2023 advisory-board role. It says the board had not formally met since 2021. Those reported payments do not themselves establish net losses or improper fees. 2
attributedAn April 2024 investigation reported transfers of just over EUR 50 million towards Laura Privatstiftung, about EUR 200 million towards Laura Holding and about EUR 120 million towards Laura Finance Holding. It reported approximately EUR 2 million in consultancy fees to Gusenbauer’s firm in the year before Holding’s insolvency, comprising EUR 1.5 million in December 2022 and EUR 0.5 million in September 2023, plus more than EUR 500,000 for his 2023 advisory-board role. 2
- qualification
- These reported payments and loan exposures are not necessarily losses, improper payments or net outflows after repayments. The source said the advisory board had not formally met since 2021; the section heading’s reference to 2020 is not the operative sentence.
analysisStapf later sought almost EUR 1.4 million from Gusenbauer personally and EUR 3.5 million from his consulting GmbH. The reported claim said proof of services was missing and Holding managers denied receiving the advice. By May 2026 the approximately EUR 5 million civil dispute remained pending. These are contested recovery demands, not awards or a judgment that all consultancy was fictitious. The same March 2025 recovery account also described separate foundation claims: by May 2026 the INGBE dispute had ended in a confidential settlement and Laura claims were lodged in its insolvency, rather than remaining at their earlier procedural stages. 3 4
attributedIn March 2025, administrator Christof Stapf reported avoidance suits exceeding EUR 312 million. Reported claims included EUR 46.5 million against INGBE Stiftung over Garda villas, EUR 56 million against Laura Privatstiftung, almost EUR 1.4 million against Alfred Gusenbauer, EUR 3.5 million against his consulting GmbH and EUR 396,000 against former advisory-board member Karl Samstag. 3 4
- qualification
- These are disputed recovery claims, not awards. The administrator said advisory-board meetings and proof of services were absent and that Holding’s managing directors denied having received the claimed advice.
- outcome
- By May 2026 the Holding estate’s approximately EUR46.4 million Ingbe dispute had ended in a confidential judicial settlement; its terms and merits were not disclosed. By May 2026 claims against Laura totalled approximately EUR74 million and were interrupted by its insolvency, with claims lodged in that proceeding. Herkules disputed its separate EUR11.7 million claim.
attributedA May 2026 account of Stapf’s report says the administrator still sought approximately EUR 5 million from Alfred Gusenbauer and his consulting GmbH and expected hearings to continue for months. 4
- qualification
- This is the pending civil recovery dispute, not a judgment ordering repayment. The same account separately records a EUR 1.4 million BDO settlement and a EUR 9.2 million TPA dispute.
attributedBy May 2026 Stapf reported EUR 8.7 million recovered and roughly EUR 160 million claims still pending, including EUR 9.2 million concerning TPA, about EUR 5 million against Alfred Gusenbauer and his company, EUR 396,000 against Karl Samstag and A&I, about EUR 74 million against Laura Privatstiftung, and EUR 11.7 million against Herkules Holding. BDO settled for EUR 1.4 million; the EUR 46.4 million Ingbe dispute ended in a confidential judicial settlement. 4
- qualification
- Claim sums and recoveries are procedural snapshots. Confidential settlements do not disclose merits or all paid sums, and claims pending against Laura were interrupted by its insolvency.
- response
- Herkules Holding disputed the EUR 11.7 million claim; terms of the Ingbe settlement were confidential.
- outcome
- BDO reached a EUR 1.4 million settlement; Ingbe’s EUR 46.4 million dispute ended in a confidential settlement. Laura claims were lodged in its insolvency and Herkules contested its claim.
